You need to hook up a power switch. Otherwise the ATX mobo won't boot up. Perhaps your friend had it set to boot after power loss before? Then the CMOS battery went dead and possibly reset CMOS meaning that it will no longer boot up after power is applied.
Try hooking up a power switch (it hooks to the power switch pins on the mobo), see if that works.
