we can't answer that without knowing what processor you have. just saying it's a pentium4 is not enough information, as there are many variations of the pentium4.
the M2-ATX is not powerful enough for a fast pentium4, but it may work with an old/slow pentium4. you can look up your processor's power draw on this
CPU electrical specification chart (scroll down for Intel processors). pentium4's get their main power from the +12v rail, which also powers many other components in the PC (3.5" HDD, sound card, video card, cooling fans, etc); so the PSU will have to have a powerful +12v rail. chances are, the 8A on the M2-ATX will not be enough, but again it depends on your specific system's power draw.
