Quick Question regarding M2 and M3 PSUs

I am just chosing my setup and I wondered one thing...

What is the essential difference between the M2-ATX and the M3-ATX (picoPSU) PSUs available in the store (aside from the wattage of course).

The pico thing looks so darn tiny... do they have the same capabilities of handling voltage fluctuations and engine cranks? Is the M2 form factor (with all the additional, important looking parts) just "old-school" and advances in technology allow all the functions/safety measures to be put into the M3-ATX?

Can I also just power my screen off the M3 as well, as people do it with the M2 (provided I stay within the wattage limits etc.) ? Are there any interference issues due to having the PSU close to the motherboard?

It dazzles me, cause that picoPSU has nothing that makes it look like a PSU to me (aside from the connector of course).
