P4 Connector Voltage

Dell motherboard stated showing a steady amber power light which according to the troubleshooting manual could be an internal power problem. I had rigged a P4 connector (joined to ends) from the M2-ATX to the MB and wasn't very tidy joining the wires so i figured that was the problem; redid everything like it was supposed to be in the first place; reconnected; powered-up - same thing! steady amber light

Something told me to test the voltage and i get 0.00 volts from the P4 connector. I'm pretty sure there should be some voltage reading but i just want to confirm

What voltage reading should i get for the M2-ATX P4 connector??

The P4 connector should have 2x12v and 2xground rails. They're separate rails because some CPUs draw more power than a single rail should supply...

I rigged one up the same way with two ends and some electrical tape Works like a charm...

Yeah, mine worked also for a while, i think the M2 went bad for some reason 'cause I'm not getting any voltage reading. The strange thing is that other than that, every thing else is working - the fan is spinning, the motherboard light come-on, i can hear the HHD spin-up and the computer light is on (indicating a fault); all i get at the lilli is "no vga signal"

Oh well, off to buy another one.
