Mac Mini Mysterious Start

After shut off my cruiser, the Mac Mini turns off, the Xenarc senses no input and shuts off. Almost 10 seconds later the screen dimly lights back up with my mac mini continuing to play what I was just listening to.
Since the PSU did not expect for this to happen it does not generate enough power and the mac mini kills itself. What is causing this awakening? a USB Device?

Have you checked the shutdown controls of the mac itself? Macs have a configuration you can set for rebooting from hard offs built into them. Check those settings to make sure they're not turned on.

I think it is a USB device. Unplug all of your USB devices and try it that way. Make sure the touch screen is also unplugged.

Its looking like the PSU.
I dissconnected all USB devices and it still awake seconds after being put to sleep.
I shutdown the computer and it actually turned back on entirely.

I'm going to confirm multiple pulses with a multimeter soon, but I'm really sure its the PSU, it weird, it was working fine for a while.

The Carnetix is wired into the ACC from the radio for its delay on, or whatever its called..
