m2-atx startup issue

Im running a m2-atx with a d945gclf2 board. The CPU would start up a second before shutting off when i have the J8 pin connected to the on/off switch. Im almost positive i have all the connections correct because it starts perfectly with the reset button and shuts off a minute after i turn off the car. I searched for an answer and the closest possible issue is the power supply but i bought it used a long time ago so returning it is an issue. I also tried connecting the ignition wire to the battery and results were the same. Any help?
