Question Configuring Opus Power supply with Phoenix AwardBIOS

I am using the following:
ECS K7SEM micro-ATX with Phoenix AwardBIOS
Win 2K

Testing with external DC power supply set at 14VDC (simulating car), drawing 4.26 A. Simulating ignition by connecting the yellow input to the 14VDC input.

I can't get the configuration quite right. The Opus power supply does not boot the system reliably. I've seen everything;
good boot up
fans spinning for a second-.96A draw-another attempt 5 seconds later
fans spinning and drawing .8 A; Computer does not boot
fans spinning and drawing 1.5 A; Computer does not boot
fans spinning and drawing 5.2 A; Computer does not boot

The typical complaint from the Opus power supply is power supply overloaded (3 flashes). All I have in the system is the motherboard, memory, HD, keyboard, mouse, Opus power supply, and touchsceen display running from an AC supply.

Hibernating the system is even more unreliable.
