Well it turns out that everything draws ~140mA if I leave the XM-PCR disconnected.
USB devices:
Powermate
Serial 2 USB Convertor for CIMR IR remote
Gyration RF receiver for moust/keyboard
It appears that the drivers for the powermate and rf receiver put the devices in a low power state because the LED's on both devices turn off even though they are still powered. Unfortunately the XM-PCR draws ~120mA in standby or when off

I'll have to find a way to unpower it when in standby.
I tried disconnecting all usb cables after putting the carputer in standby, reconnected them and woke up the computer.....the powermate and IR remote were not recognized...I had to restart the computer before they were functional. This is probably why the Epia keeps USB devices powered during standby.
