does the ITPS power supply fully shut down power to the PC?

At present my car battery is draining while the car is statoinary, even with the PC off. I guess the wake on lan is draining the battery.

What I was wonder is if the ITPS fully cuts power to the PC? or does it leave power going to the wake on lan stuff?

It will shut the machine down or go into hibernate mode depending on how you have the pc setup in display properties. I have mine going into hibernate mode and haven't had any draining battery issues. If you have your wake on lan enabled, thats probably draining some juice.
