Automotive electrical noise filter (not ground loop isolator)

I saw this at Radio shack and I was wondering if anyone had any experience with one.

First question, does it work? and what kind of problems would it solve?
Second, I have a laptop, and I believe that a lot of the noise in my system is coming from the power supply. If I got this, and put it above the power supply, I could send the filtered power to all my 12V components (screen, modulator, V1, computer power supply). But, if it is the case that the majority of the noise is coming from the power supply, it might make sense to put it between the supply and the computer. The power supply puts out 15VDC, and the filter is rated to 16VDC max, so it should be okay, right?

Some more newbie questions:
How do I determine what gauge wire to use for power and ground.
Should you always use stranded wire?
How should I make connections? solder then wrap in electrical tap?

I have one put between the power and the FM modulator and it really made the difference because the inverter I have kept making the stupuid buzzing noise. Now I just need one of those to put between the inverter and my laptop and my system will be quieter than your stock CD player

Seriously though, they help. I suggest first trying to put it between the modulator and power, and if that doesn't help try the computer power.
