M1-ATX defect current limit shutdown

I think my PSU is dying. I've had the same carputer setup for 2 years and has always worked fine, but recently I started having reboot problems. Now I get reboots all the time. I have isolated the problem to the PSU. When I only attatch the VIA MII12000 it starts fine and never cut but if I add the laptop hdd I can run a few secs and then power is out. Current draw is about 1.8A with just the MB and about 2.2A with hdd. To count out the laptop hdd I tried a spare 3,5" hdd instead but then it wouldn't even start at all. You could see the CPU fan "jump" a little every two seconds when it tried to start. I've also noticed that even with just the MB connected it takes a few extra seconds to start and you can see the CPU fan jump a bit on the first try. I suspect the M1-ATXs current limit gone crazy. Is there something I could try before I get a replacement unit??

Problem update:

If I disconnect the MB and hot wire pin 13-14 I can run a 3.5" hdd without problems for unlimited time. Every pin has the right voltage besides the -12V witch is -13.8V. How do I know if my EPIA board is causing all this? I have tried a desktop ATX PSU and MB works great with that.

Ideas?

Your power supply has a problem call Ituner up they can help
