Carnetix p1290 slow power-up problem..

Hi, I have the CNX-P1290. This only powers my xenarc screen (12v) and a usb hdd (12v and 5V).
My laptop has its own power supply (diffrent problem).

Now, when i turn off my car the laptop goes into standby. the screen and hdd don't switch off for 40 seconds after. I have tried moving the jumper to the 5 second position but it makes no diffrence.

Also, When i turn the car back on the screen powers up and the laptop resumes from standby. About 3 seconds later the 5v line on the carnetix decides itas ready to play and powers up. This is when my hdd can be used by the pc.
Problem is if i turn the car off when a song is playing when i turn it back on i get 'the system can not find the file' message. if i press stop before i turn the car off i get the 'windos autoplay' thing when i start up agian.

Is there anyway to speed the 1290 up a bit?
