Nope never seen it. Thanks for the observation.
Also for some reason if I am using an OSK smaller than the actual skin, it doesnt show up on top of the previous screen. The previous dissappears and then displays the OSK. Only when called from the OSK command though.

I would imagine that because the way that the ilists are drawn is why anything on top of an ilist is going to do this until someone(guino?) fixes it, by idk...telling the list control not to paint to the screen if something is on top of it???

Just a tad too advanced for me yet....

If the popup is transparent/semi-transparent, that may happen because windows needs to re-calculate the pixels from what's in the background which changes 30 times per seconds. It should not happen with solid popups however.

That's not the case though. At least with the problem I am having. I used a non-transparent OSK that is smaller than the normal like 600x300 and the previous screen will dissappear and then the OSK comes up. Still works but it is like the OSK is being called with a load command instead of the menu command.
Any thoughts or ideas for this...

Either the OSK is transparent and you don't know it OR it has some sort of control in it causing it to refresh (i.e. Flash/Another iList) ? I have just tested this, but if you want to try it, just get the BMV2 skin and make the playlist into an iList and press the GPS Menu button...
