HDRadio & Roadrunner (will not turn on)

Ok, so I installed the latest PCR software off of mitch's site. Have the HDZ300 unit hooked up correctly. Got it working for a while using the software but could not get it working with Roadrunner.

Latest Road Runner comes with the files in the HDRadio folder. I ran that "runmefirst.cmd" and did all that. Set up rr.ini according to mitch's instructions. When I start HD Radio (using digitalfx 3.0) it doesn't click on.

Tried an updated .dll file dropped into that same directory and still nothing. If I plug in the little control unit the HD Radio comes with I can tune in stations and listen to them etc. If I use mitch's pcr software it works too. Just can't get RR to switch it on when I hit the hd radio icon. Is it a skin issue or a RR issue or something else?

Now I have a new problem. Found out I didn't have the HD Radio unit (black wire) grounded. It was routed up where I as going to ground it but it wasn't grounded. So I fixed that but now when I run the PCR software it immediately generates an error and I have to exit out. So now the unit ONLY works when I use the controller box. Maybe my battery is low and there is not enough amps/volts? Could be. I have it charging and I'll test it tomorrow. But that still doesn't solve the problem with the unit not starting (powering up) withing RR.

My RR.ini says
