really there's only 2 main differences from a 848x480 and a 800x600 skiin: 1-The JPGs size (duh) and 2-the values in the .skin files. So basically if you intend to resize a skin, you should resize it (in photoshop or whatever), then go and edit the .skin files to define the areas and sizes of the new skin JPGs.. For most cases, you could simply edit the general.ini file and have RR resize the skins for you.. of course the quality won't be the same as when you resize it with photoshop.
