You could try the Gamma offset to try to pull your skin switch into the right timezone, it works in (+) & (-).
Although, once I ran Skippy's config and it put all the entries into RR.ini, I am now getting my skin switches at a more appropriate time.

Can you post a screenshot of the settings you've used in Skippy's alternative config that allows you to automatically switch skins (as opposed to gammas) based on the times you've chosen?

Manual Shows the settings required when using manual start times to switch your skins. ( Ignore the Gamma Offset value it is 0 by default )
Auto Shows the settings when using your GPS data to switch skins fully automatically.
