Its a pentium 4 with 337mhz ddr memory.. I know it's not much but it did all i needed it to do.. untill now..
Make sure you have the latest version of RR (12/07) and run RRConfig. Usually this problem results where a valid rr.ini file is not found by RR or a valid skin is not found by RR. Running RRConfig creates the necessary rr.ini file. This is not related to any problem with your hardware.

I don't know if by mistake, I miss read your post wording wrong, this is to be placed in the DFX folder and not the folder containing the DFX skin folder, like as in the Skins folder.

I placed the file in "C:\Program Files\RoadRunner\skins\DigitalFX 3.0".

Open the exectbl.ini file and replace the first line with this.
Code:
/ DigitalFX Skin Code & Commands

Did that, now this comes up:
"Line -1: Error: Array variable has incorrect number of subscripts or subscript dimension range exceeded."

I'm just about set to put my pc in the car but I have one last problem within DFX.
First off, I am using WinDVD as an external video player because I couldn't get the internal to work. The problem now is that when I have a video file selected, pressing the play button does nothing. If I press the Sel option on the left, that does nothing. The only way I can get it to play is to double click on the file name in the list.
I changed the skin to BVM2 for testing and everything worked great. In fact, if I selected a folder that contained movie(s) and pressed the play button, it would play all the movies within the folder (the way I thought it should work).
I noticed that there is a windvd skin in the DFX folder. Should I use this skin and if so, what is the easiest way to set it up?
I did a search in this thread on WinDVD and it came up with nothing.
Thanks in advance to all responses
EDIT:
I looked at the BVM2 button code for the play button and then went into the DFX video browser skin and changed the PLAY button to B,299,525,100,73,"SELECT","SELECT" and everything works great. Hope this helps others.
Now, just for the hell of it, I'd trying to find how to use the windvd skin. I tried changing the names to video_player#### but no go, it messed up everything.

I have replaced the newest version with the first posting, so try it again.
@stonestatue
If you still have issues, you can attach your dfx exectbl.ini file and I'll check whats the hang up.
@HuntingKnightSM
That is no longer needed in the second version, as I took out that requirement.
