Have you put the exception into your windows firewall as well?
Start->Settings->Control Panel->Windows Firewall,
Exceptions,
Add Port

Have you added the port as tcp as well?
I don't believe vnc uses udp.

I found this post about vnc and vista... http://www.mydigitallife.info/2006/1...windows-vista/
maybe try following the workaround

* Ensure that you have the exceptions to allow incoming connections to winvnc4.exe or to port 5900 (or any other port number that you want to allocate to VNC server listening port), or simply turn off firewall.
* VNC server is detected as potentially unwanted behaviour in integrated Windows Defender. Create a rule to ignore this warning.
* If you want to newly or fresh install VNC server, do not install the VNC Service by not checking or selecting the “Register VNC Server Service” option, or else you will have “Not Accepting Connections” error even when trying to run the VNC Server in User Mode.
* If you have already install VNC Service (register VNC Server as a service to start automatically when Windows Vista starts), unregister the VNC Service.
* If you want to configure settings of VNC Server, right click on “Configure VNC Server” menu item and select “Run as” for administrative privileges so that the VNC configuration tool can access to the relevant parts of the registry.

I'm confused. If your ipod is on the network intranet, the D-Link doesn't block ports for that. All LAN to LAN traffic is open. Only WAN to LAN traffic is firewalled. Its one of the default rules on your D-Link (go to firewall, you'll see - I have the same router). If you are actually using an iPhone and want to VNC via EDGE, then you need to use your external IP.
Anyhow, if its all within your local network, and windows firewall is off (Make sure any other firewalls at least have the ports open - Norton, McAffee, etc.) then its not a port issue.
Opening ports is only important if you try to VNC from outside your network in, and you would use your external IP in that case. to find out what that is, go to the Status page. It is the IP address you are assigned (to the left of the IP Release and IP Renew buttons).

Well I have tried everything including using the IP you stated on the status page and still got nothing. Its not that big of a deal since it should work just fine on the computer I will have it on with XP, just kinda an annoyance knowing I could not get it working on my computer.

Yeah it sounds more like a software problem. Try using running different VNC servers on your computer, I'm sure you can find one that works. Remote Desktop works great in Vista.

if you google for "vnc vista", check out the first post.

@bgunnie, the intention was to use this from an itouch, so remote desktop won't work.

That points me to UltraVNC which I have tried, I even redownloaded the 1.0.4 Beta to see if that fixed anything and it didnt.

Yeah, I know. I was just giving an example of a VNC-like that did work, since you aren't hopeless just because its Vista.
