Coming from an undercover cop, I know the cars are registered to the undercover aliases and are no different than any other vehicle registration.
Now, it's possible you could compile a list of unmarked police vehicles, which are a whole other matter entirely.
Maybe where you live. Where I grew up all the government vehicles have license plates starting with G, including all of the undercover cop cars.

I think Number Plate recognition will be a lot easier if Project Natal can be incorporated into the car. Not to mention the possibilities of controlling a carPC are endless with this:

project natal is only in its infancy though, ive been looking around for a cheap answer to this anpr but its not happening. and juss lately we started getting undercover cars which dont pertain to any specific manufacturer or color

I guess you could just drive around counting number plates, and logging how often you see the same ones.
could be a good security feature too - to keep an eye on your parked car.
Interesting idea, but little practical use at this time.

The cops already have this. I was listing to a local radio show in Portland, OR and they were debating the legality and privacy issue. It's not yet deployed, The Cruiser would be equipped with cameras that would pan and gather all plate numbers identifiable tagged with GPS locations, running the DMV results against Stolen vehicle, wants and warrants DBs.
Perhaps if more info could be obtained on what and how they're doing it, it would advance our cause.
