I'd like the option to read the artist-album for EACH MP3, search and find the album cover, then ATTACH it to the id3v2 tag. That would be quite nice.

To sync the tags is a different story. There is from what I remember, a small blue icon on that same toolbar, but now 2/3 across from the left. You click on that (it looks like a disfigured phallic symbol of some sort, but this is purely from memory) and a dialog box pops up asking you what direction you want to go (v2->v1 or vice versa) and whether or not to overwrite existing tag fields.
P.S. If you don't have any files selected in the bottom right window you'll have most buttons grayed out. Learn how to select files (use right click on folders in that pane, but ALSO use the buttons furthest left on that toolbar...it makes things go a LOT quicker)

Well I just released a configuration utitlity for my program that uses the id3lib that parses the id3 tag, and extracts the album art and places it in the directory with the songs. Wouldn't be too hard to do this the other way around, it is just the "searching" for the album art... I need to look into this.

But if it is a good tag, you will have the Album, and Artist, and Track to match this up with...

Actually, I've found that Windows Media Player 9 has pretty damn good support for Album Art.. The only problem is that the covers you get are a bit lower resolution that you can pull off of some of the other websites that Gotcha Covered supports..
Anyway, to use it just load a mp3 in WMP.. Make sure you enable "Show Media Information" in the View/Now Playing.. Go to Now playing and click "Find ablum info" on the top right corner.. It will return a search with the albums that match.. You click on the right one and it updates the tag and saves the album art in the current folder as a hidden file. You can then stick it on the song with tag & rename..

Tag and Rename does this. It will search for the album and all you do is tell it to apply the info and it will copy the album to the ID3 tag or copy it to a .jpg or both.
