Question Programming question

I'm not a programmer so please forgive me if there is a simple answer to my question. Can a window be opened on the screen when an external voltage is applied to, say, a serial port pin?

Well, my idea is to have a backup camera installed on my truck and when the reverse lights come on, the window opens. Alternately, I'd like to have the window close when the reverse lights go out, if that's possible. Then, I'd need to figure out a way to show the video feed from the camera in that window.

If you have a xenarc 7tsv it has video extra inputs for video that can be selected to show over the vga input.
