Sorry, im in the uk so not able to call to discuss this issue, however I have made a video attached of the issue "at work".
As far as machine spec, its a celeron 1.6ghz, 512mb ram, sis mirrage graphics 661 card, DX7H/W and DX9s/w, also got an 80gbHDD and running 800x600 @ 60hz in both 16bit and 32 bit (with no change to the problem).
Windows XP SP2, full install with just a few standard tweaks to reduce boot time. As mentioned before this issue was not present in 1.0.6.3 (appart from the vertical lines anyway), but has been an issue in the last two versions of SD.
I will post a link to the SIS site if required indicating some more details about the card.
Hoep this helps as its damn frustrating the nav not working!

yes I am running mappoint europe and from the video you can see it works not in full screen mode.

I will as soon s I get my car back from the garage. can you confirm that changes have been made to graphics in 1.10.0 and just out of interest what were they?

no changes have specifically been made to this area of the code. However, we still need you to update to the newest release and report back with your findings.
If this issue is fixed by you updating then we don't need to spend valuable time trying to diagnose what's wrong.

I have the same problem. It only happens when I am offline so far. If I connect to the internet and renable virtual earth, tada! I have real maps again. Sometimes I have to restart the computer. Sometimes (while still offline) right after a boot, it doesn't work.
He is spot on with this problem.
I am running 800x480 res on an integrated Intel video card.
