Are you using the internal sound card?

No, it does have an internal sound card but I am currently using an external Turtle Beach micro sound card.

Does this popping sound like a digital scratch or a grounding issue hiss. The reason I ask is that with external USB sound cards there is an issue with the number of devices plugged into a single controller which causes a digital popping in the background of music. The other issue could be the targus power supply you are using could be creating a ground loop with your amplifier. The solution is to get a ground loop isolator ($15) or spread the distance between the targus PSU and the amplifier. If these are not the issues can you record the audio and post it for better trouble shooting. Hopefully this helps!

This is more of a constant bad digital scratch sound. This is defiantly not a grounding issue (I worked those out a long time ago :-)). I only hear this problem every few times I resume from hibernation and when I restart SD the problem instantly goes away. When you say there is an issue with the number of devices plugged into a single USB controller, do you mean a SD issue or Hardware/driver issue?

This would be a hardware bandwidth issue. If you have to many devices plugged into a single USB controller there will be this sound in the background of your external sound card. Do you have another device that SD uses plugged into the same USB hub?
