That's a lot like my Scion xB: 1.5l engine, 103hp without any breathing help.
I run 225-40R18 Goodyear Eagle GTs on it, plus a rear sway bar. With the stick 5-speed, it's a blast to drive, corners like a skateboard, and is capable of cruising at 85 or 90mph. It'll run up against 30mpg every day.
But I don't think there are too many bargains in xBs out there -- people seem to like 'em. They're inexpensive and fun.
If you look for one, go for the stick shift. It makes a tame car into a fun toy. You run out of horsepower about 4000 rpm, but that's right when the torque really gets on, and off you go; it feels like you opened up another set of injectors.
