msconfig is in c:\windows\pchealth\helpctr\binaries.
the run box is part of explorer/taskmanager so a direct short cut to it isn't going to work I don't think. Should be possible to do a script tho to bring it up.
I'd like to have a desktop shortcut for the Run dialog box (Windows +R) and one for 'msconfig.' I would assume there's an .exe in the Windows folder that I can shortcut to for the msconfig one, but I can't find it. And the Run dialog, I'm not sure where to start on that one. Thanks.

To create shortcut for run simply select it on start menu and drag it to desktop or quick launch (its that easy)
