    All of our signs are on the side of the highways. Billboards are illegal too. It would still be a cool video, would look like one of those tv guided bombs.

    It is illegal to transmit any radio frequency signal without a proper license, unless it is an unlicensed part of the spectrum. Radar falls with in the LICENSE REQUIRED part of the spectrum.

    Now, whether it can be done, sure it can, but it won't be easy or cheap. Microwave transmitters are available, and can be made to "sweep" the proper frequency spectrum, but not for specific speeds, because speed is determined by time for rountrip and doppler shift.

    Its not simple but not too hard to modify the echo and doppler shift. Someone already has a patent for this technology.
