wow, that sucks.. but your going about it the right way-- take this as a chance to change stuff you wanted to anyways. it might not be in the order you wanted to do it in, but apparently, your truck wanted a new look...
is insurance the reason that you have to be at or below the oem part price?
if so, see if you can work out a deal with the insurance company for them to pay up to the cost of the oe part, and you cover everything over that..
i have heard of it being done before, and i considered doing it when my car got t-boned, and i got projectors... i ended up not doing it only because i wanted the oe parts so i could take the projectors apart for little projects and still have headlights during that time..
that leads into another idea--while you need to replace the headlights, why not do projectors-- either get some prebuilt headlights, or do a projector retrofit--(
www.hidplanet.com) after getting projectors for my car, i don't think i will ever be able to go back to owning a car with standard reflectors...
for the bumper, if possible, try to get a urethane bumper..
fiberglass might last longer in florida, but around chicago, i don't think i have seen any on daily drivers without chips, cracks, and missing chunks...
urethane will at least flex, so it won't chip and crack..
